Carlton R. Smith Act HIV Decriminalization Bill
Maryland Repeals Outdated HIV Crime Law Maryland is the fifth state to repeal unjust laws that criminalize people with HIV. Such laws often target minority populations, including black men. The bill, HB39, is named the Carlton R. Smith Act, after a Baltimore HIV activist and MCOHA member who died last year. The law goes into effect October 1. |
